Government approves measures to improve project management and promotion processes.
The Executive Power established a set of institutional measures to improve project management and private investment promotion processes, as set forth in Legislative Decree No. 1543, published on March 26 of this year. Among the main measures was the creation of the Specialized Bodies for the Management and Execution of Projects (OEGEP) aimed at introducing the Project Management Offices for the streamlining of PPPs. Another measure is that it establishes improvements in the processes for the promotion of private investment by incorporating the principle of sustainability, stipulating that the projects developed within the framework of the National System for the Promotion of Private Investment (SNPIP) must be planned in such a way as to guarantee economic and financial, social, environmental and institutional sustainability throughout the life cycle of the project. In addition, the published regulation reduces the duration of PPP processes, simplifying them; delimits the competencies of the entities that make up the SNPIP; reaffirms the mandatory nature of its guidelines and specifies the functions of the various bodies that make up the SNPIP. Finally, the rule establishes a 60-day term for the approval of the supreme decree approving the list of Complementary Projects of the National Infrastructure Plan for Competitiveness (PNIC).
